The primary outcomes of the Bay Area Homeless Alliance Project were jobs, housing, transportation, Earned Income Tax Credit and Supplemental Security
Income. Local homeless shelters and social services agencies as collaborative partners in BAHA helped the hub managers track the outcomes.
Some agencies provided computers to their clients or to the general public to search for jobs, search for housing and, in some cases access e-mail. The individuals performing the search would fill out a log of activity and record their results. There were other agencies that relied on case workers to perform regular searches and then post the results, either in binder or on a bulletin board.
BAHA was able to offer free computer equipment, free software and even free training to agencies that agreed to assist the homeless and to record and report
outcomes. San Mateo County Times was very helpful in allowing BAHA to reprint classified ads for jobs and housing.
The EITC and SSI outcomes were much more difficult to track.
One requirement of BAHA offering computer equipment to an agency was that each participating agency had to offer case management. BAHA prepared some educational material on EITC and SSI. Some existing material was consolidated. Both the regional central hub and individual hub counties posted information online. Referrals were made to existing tax preparation services.
Many of the agencies already had assistance with SSI application set up as a priority in their existing case management. Hub managers worked with staff
at the various agencies to insure they new how to access the latest information online.
